Where does 17.9¢ per kWh come from?

Xcel advertises base rates of about 7–21¢ per kWh: in summer, 7.9¢ off-peak and 21.3¢ on-peak (5–9 p.m. weekdays); in winter, 6.8¢ and 18.3¢. Those are base rates only. Our estimate uses the base rate plus the riders, fees and taxes on a real Xcel bill, which nearly double it:

  • Fuel charge (ECA): about 29% of base energy charges
  • Demand Side Management: about 11%
  • Wildfire Adjustment: 7.4%
  • GRSA: 1.45¢ on every kWh
  • Smaller riders: transmission, capacity, grid modernization and clean energy plan charges
  • Franchise fee and sales tax: about 8% on top of all of that

Together that comes to about 17.9¢ per kWh. We leave out the $7.10 monthly Service & Facility charge, since Xcel charges it with or without solar.
